Job Summary

This position will be responsible for the administrative function of contracts with agencies of the United States Government, prime Government contractors, Foreign Governments, as well as domestic and international commercial customers of RC/STS. This is an independent contributor position reporting to the RC/STS Director of Contracts, and is not a leader role. As this position is geographically separated from your manager, strong technical and leadership skills are essential for success in these positions. Responsibilities include all aspects of contract management throughout the full acquisition lifecycle.

Job Responsibilities

  • Review all contracts and solicitations from customers of RC/STS to ensure compliance with Collins Aerospace policies and federal, state, local, and international regulations as appropriate to the performance requirements of the contract documents.
  • Supports proposal development teams during strategy planning by providing contractual and risk management guidance. Incumbent advises the program and proposal managers on contract terms which will affect Rockwell Collins’ costs. Ensures proposal compliance to solicitation, and acts as interface to soliciting organization.
  • Directs the preparation of documents and certifications required by governmental authorities including export documentation verifying compliance with appropriate United States and foreign law.
  • Drafts and negotiates the language and non-technical requirements of Rockwell Collins contracts and Agreements.
  • Formulates the contractual position to be taken in support of legal issues and the negotiation position to be taken on pricing issues and negotiates the terms and conditions of assigned contracts including the terms of Licensing Agreements and letters of credit.
  • In conjunction with the program manager ensures Rockwell Collins’ performance and compliance to the terms and conditions of the contract.
  • Creates correspondence to customers during the performance period of the contract as needed.
  • Resolves disputes with customers on non-technical issues and assists the program manager in resolving technical issue disputes. When necessary, prepares, submits, and negotiates claims.
  • Ensures the timely performance of contract activities including product delivery, data submissions and invoicing. When needed, assists accounting personnel in collecting difficult receivables.
  • Provides basic level guidance and assistance on ITAR, EAR, and customs regulations and processes for Export and Import activities. Provides assistance to others in applying for and obtaining export licenses and technical assistance agreements.
  • Leads contract closeout activities.

Basic Qualifications

  • Bachelor’s degree in appropriate discipline or in the absence of a degree six years of related experience
  • MBA is preferred.
  • Professional Certification (CFCM, CCCM, CPCM) is highly desired.
  • Applicant must be capable of obtaining a US Department of Defense (DoD) security clearance.
  • US Citizenship is required.
